List of expired domains and tools to determine the backlinks and pagerank of those domains are available on the net, but there is less and less interest in doing that because the best domains with generic extensions are grabbed before they become available to registration again. However, it is still possible (but more and more difficult) to grab expired country-codes domains with Pagerank & backlinks for the price of a simple registration.

If you do wish to purchase a domain with a generic extension that you know or hope to expire, you need to backorder it with each of the registrars specialized in expired domains and prepare to pay the fees for this service and, if there is an auction for this domain, a higher price than the other contenders.
